The Public Works and Infrastructure Committee:
1. Requested the General Manager, Transportation Services, to report back to the February 28, 2017 meeting of Public Works and Infrastructure Committee on permeable paving materials and front yard parking regulations in other jurisdictions as part of the on-going review of Chapter 918, Parking on Residential Front Yards and Boulevards, to determine if there are permeable paving materials available in the market which minimize surface water runoff such that front yard parking pads constructed with those materials could be considered landscaped open space and/or soft landscaping under Chapter 918, Parking on Residential Front Yards and Boulevards.

Summary
Toronto Municipal Code Chapter 918, Parking on Residential Front Yards and Boulevards, currently contains conditions requiring applicants for front yard parking pads to maintain certain portions of their boulevard and/or front yard as landscaped open space and/or soft landscaping.
Permeable paving materials exist which are designed to minimize surface water runoff to the City's sewer system. This motion requests that staff investigate available permeable paving materials and front yard parking regulations in other jurisdictions to determine whether front yard parking pads constructed using permeable paving materials could be considered as landscaped open space and/or soft landscaping under Chapter 918, Parking on Residential Front Yards and Boulevards without significant adverse impact on City infrastructure.
