Committee Decision
The Public Works and Infrastructure Committee:
1. Requested the General Manager, Transportation Services to report to the Public Works and Infrastructure Committee in the third quarter of 2017 on:
a. A review of parking permit allocations by ward, across the City;
b. A review of up-to-date car-share data, including membership and utilization data, in Toronto and comparable jurisdictions;
c. The feasibility of a pilot project to enable car-share vehicles to park in residential on-street parking areas that are currently undersubscribed;
d. A review of potential impacts to residential and temporary permit parking as well as options to mitigate these impacts for the duration of the pilot project; and
e. A comprehensive Free-Floating Car-Share Vehicle Policy.

Summary
Car sharing is a growing industry in Canada and around the world. Not only does it take cars off the road but car sharing services can help combat both congestion and harmful gas emissions.
Transportation Services is considering the feasibility of developing a policy relating to car sharing as well as a pilot project. This motion provides some direction and a timeline for that report. I've consulted with staff in Transportation Services and they are supportive of this motion.
