That:

1. City Council increase the Approved 2018 – 2027 Capital Budget & Plan for Transportation Services (Major Road Rehabilitation program) on a one-time basis by approving total project costs of $500,000 gross, $0 debt, and cash flow commitments of $500,000 in 2018 to retain consultant support to review and improve the road resurfacing and reconstruction process such that road safety is automatically considered in every instance, funded by the Capital Financing Reserve.

2. City Council increase the Approved 2018 – 2027 Capital Budget & Plan for Transportation Services (Engineering Studies) on a one-time basis by approving total project costs of $500,000 gross, $0 debt, and cash flow commitments of $500,000 in 2018 for Transportation Services, in consultation with Fire Services, to retain consultant support in order to undertake a study of the availability and suitability of smaller fire trucks, such work to include a review of municipalities such as Hamilton which are using smaller trucks, funded by the Capital Financing Reserve.

3. City Council increase the Approved 2018 – 2027 Capital Budget & Plan for Transportation Services (Road Safety Plan) on a one-time basis by approving total project costs of $8,000,000 gross, $0 debt, and cash flow commitments of $1,00,000 in 2020 and $1,000,000 in 2021 for design and $6,000,000 in 2022 towards the future reconstruction of the Dundas/Annette/Dupont/Old Weston intersection to implement road safety measures, in coordination with other capital construction, funded by the Capital Financing Reserve.

Part 2 of motion 1 was amended by motion 8 by Councillor McMahon. Part 3 of motion 1 lost.

That:

1. City Council amend Recommendation 2 by adding the words "and doubling red-light cameras and automated speed enforcement"

2.  City Council direct the General Manager, Transportation Services to focus the road safety measures noted in Recommendation 1 above on increased and accelerated traffic calming measures, safety improvements, and street design interventions and doubling red-light cameras and automated speed enforcement in conjunction with the 2019 budget process.

2. City Council request the General Manager, Transportation Services to report to the Public Works and Infrastructure Committee in January 2019 on the details of the road safety measures noted in Part 1 above.

That City Council amend Executive Committee Recommendation 1 by adding the words "to be divided and spent proportionately based on the kilometrage of the road network within each of the four Community Council boundaries" so that Recommendation 1 now reads as follows:

1.  City Council authorize up to $13 million in additional 2018 funding, to be divided and spent proportionately based on the kilometrage of the road network within each of the four Community Council boundaries, to improve and accelerate the implementation of road safety measures identified in the City's Vision Zero Strategy, over and above the $21.3 million already budgeted for these initiatives in the approved 2018 Budget. Effective immediately, the funding for the implementation of these measures will be provided from surplus that is allocated to the Capital Financing Reserve.

That in accordance with the provisions of Chapter 27, Council Procedures, City Council reconsider the vote on motion 3a by Councillor Mammoliti.

That City Council direct that, prior to implementing any spending related to Executive Committee Recommendation 1, the General Manager, Transportation Services seek input on implementation from each of the four Community Councils.

That City Council amend Executive Committee Recommendation 2 so that it now reads as follows:

2.  City Council direct the General Manager, Transportation Services to focus the road safety measures noted in Recommendation 1 above on increased and accelerated traffic calming measures, safety improvements, and street design interventions and to promote the rapid installation of permanent "Watch Your Speed" signs at every school zone including the feasibility of public-private sponsorship opportunities.

That City Council amend Executive Committee Recommendation 2 so that the recommendation now reads as follows:

2.  City Council direct the General Manager, Transportation Services to focus the road safety measures noted in Recommendation 1 above on increased and accelerated traffic calming measures, safety improvements, street design interventions, and evaluate the feasibility of significantly expanding the Red Light Camera program as part of the Vision Zero: Road Safety Plan, and give staff the authority to make any immediate changes to improve safety at intersections where data shows that cameras could significantly reduce collisions and City Council direct staff to include any new funding required in the 2019 Transportation Services base budget submission.

That City Council authorize up to an additional $1 million to improve and accelerate the implementation of road safety measures approved by a Community Council over and above the amount already budgeted for these initiatives in the approved 2018 Budget; these measures to include any costs associated with fabrication, installation and maintenance of all traffic signs, the installation of traffic control devices and traffic calming measures; and such allocations to be funded from the Capital Financing Reserve Fund.

Amended by motion 7 by Councillor De Baeremaeker.

That City Council amend motion 6 by Councillor Fragedakis by adding the words "per Community Council" so that it now reads as follows:

That City Council authorize up to an additional $1 million per Community Council to improve and accelerate the implementation of road safety measures approved by a Community Council over and above the amount already budgeted for these initiatives in the approved 2018 Budget; these measures to include any costs associated with fabrication, installation and maintenance of all traffic signs, the installation of traffic control devices and traffic calming measures; and such allocations to be funded from the Capital Financing Reserve Fund.

That City Council amend Part 2 of Motion 1 by Councillor Perks by adding the words "Toronto Paramedic Services vehicles and solid waste vehicles as well as the use of truck guards" so that Part 2 of Motion 1 reads as follows:

2. City Council increase the Approved 2018 – 2027 Capital Budget & Plan for Transportation Services (Engineering Studies) on a one-time basis by approving total project costs of $500,000 gross, $0 debt, and cash flow commitments of $500,000 in 2018 for Transportation Services, in consultation with Fire Services, to retain consultant support in order to undertake a study of the availability and suitability of smaller fire trucks, Toronto Paramedic Services vehicles and solid waste vehicles as well as the use of truck guards, such work to include a review of municipalities such as Hamilton which are using smaller trucks, funded by the Capital Financing Reserve.

That City Council authorize up to $4 million in additional 2018 funding to improve and accelerate the implementation of a Vision Zero lens to Toronto's cultural corridors and direct the General Manager, Transportation Services to report to the first meeting of the Public Works and Infrastructure Committee in 2019 on the status and additional steps necessary to achieve this higher level of road safety and City Council request Transportation Services staff to review this against data driven priorities.

That City Council increase the Police Services Budget to fund a collision reporting centre at a central police location for reporting cycling collisions, through the 2019 Budget Process, such funds to come from the Capital Financing Reserve.

That City Council amend Executive Committee Recommendation 2 by adding the words "and the implementation of 10 "complete intersection" pilots as part of "Vision Zero".

That City Council amend Executive Committee Recommendation 2 by adding the words "including the completion of the installation of 30 kilometre an hour speed limit signs in the remainder of the Toronto and East York District".

That City Council direct the General Manager, Transportation Services to bring forward for consideration for the 2019 budget process, the following:

1. 4. City Council authorize up to an additional $1 million per Community Council to improve and accelerate the implementation of road safety measures approved by a Community Council over and above the amount already budgeted for these initiatives in the approved 2018 Budget; these measures to include any costs associated with fabrication, installation and maintenance of all traffic signs, the installation of traffic control devices and traffic calming measures; and such allocations to be funded from the Capital Financing Reserve Fund.

5. City Council increase the Police Services Budget to fund a collision reporting centre at a central police location for reporting cycling collisions, through the 2019 Budget Process, such funds to come from the Capital Financing Reserve.

Parts 1, 2, 4 and 5 of motion 12 were ruled redundant.

That City Council direct the General Manager, Transportation Services to report to the July 17, 2018 Executive Committee meeting confirming how the additional $13 million will be invested in Vision Zero initiatives in 2018.

Councillor Robinson, rising on a Point of Privilege, stated that Councillor Perks has been asked to apologize but did not apologize.

Councillor Perks, rising on a Point of Privilege, asked the Speaker for clarification on whether the part of his remarks about working with an actual elected official for the area rather than a potential candidate in the area is what he is being asked to apologize for, as he did not want to give a disingenuous apology.

Councillor Fletcher, rising on a Point of Privilege, stated that she resents the inference in Councillor Di Ciano's remarks that Members of Council are somehow piggybacking on the terrible situations in their Wards and asked that Councillor Di Ciano withdraw his remarks.

Councillor Di Ciano, rising on a Point of Privilege, stated that he is entitled to express his opinion that many of the motions being put forward on the Item are for political gain.  Councillor Di Ciano further stated that all the motions being placed before Council should go to through the Budget Process and the only recommendations that should be adopted by Council are those from the Executive Committee.

Councillor Fletcher, rising on a Point of Privilege, stated that the motions being placed by Members of Council are not for political gain but out of concern.  Councillor Fletcher further stated that Councillor Di Ciano's remarks are an attack on her integrity and asked the Speaker to deal with the matter accordingly.

Councillor Di Ciano, rising on a Point of Privilege, stated there is no data in front of Council and is he sharing his opinion on how Councillors should vote.

Councillor Di Ciano, rising on a Point of Privilege, asked the Speaker to clarify what part of his comments that he is to retract.

Councillor Di Ciano, rising on a Point of Privilege, stated that he stands by comments and would not apologize.

Councillor Layton, rising on a Point of Privilege, stated that the Mayor in his remarks likened a colleague on Council to an animal.

Mayor Tory, rising on a Point of Privilege, stated that the word he used was "piffle" and not a reference to an animal.

Councillor Layton, rising on a Point of Privilege, stated that he misheard and apologized to the Mayor.  Councillor Layton further stated that the Mayor has an incredible vocabulary.
