City Council Decision

City Council on July 23, 24, 25, 26, 27 and 30, 2018, adopted the following:

 

1. City Council authorize the Medical Officer of Health to enter in to and execute agreements with eHealth Ontario, the Ministry of Children and Youth Services, and/or the Ministry of Health and Long-Term Care to permit Toronto Public Health to use:

 

a. the internet version of eHealth Ontario's Integrated Services for Children Information System records facility for the Toronto Public Health Early Abilities Program; and

 

b. any other IT systems for Toronto Public Health program data, provided the programs are delivered by Toronto Public Health and funded by the Ministry of Children and Youth Services, and/or the Ministry of Health and Long-Term Care.

 

2. City Council authorize the Medical Officer of Health, in consultation with the City Solicitor, to update the Council authority for IT system agreements referred to in Part 1.b. above  and entered into and executed by the Medical Officer of Health between April 28, 2008 and July 27, 2018.

That City Council delete the Board of Health recommendations and adopt instead the following new recommendations:

 

1. City Council authorize the Medical Officer of Health to enter in to and execute agreements with eHealth Ontario, the Ministry of Children and Youth Services, and/or the Ministry of Health and Long-Term Care to permit Toronto Public Health to use:

 

a. the internet version of eHealth Ontario's “ISCIS” records facility for the Toronto Public Health Early Abilities Program; and

 

b. any other IT systems for Toronto Public Health program data, provided the programs are delivered by Toronto Public Health and funded by the Ministry of Children and Youth Services, and/or the Ministry of Health and Long-Term Care.

 

2. City Council authorize the Medical Officer of Health, in consultation with the City Solicitor, to update the Council authority for IT system agreements referred to in Recommendation 1b. above  and entered into and executed by the Medical Officer of Health between April 28, 2008 and July 27, 2018.

Board Recommendations

The Board of Health recommends that:

 

1.  City Council declare that the recommendation from the April 28, 2008 City Council meeting for Item HL13.3, intended to authorize the Medical Officer of Health to execute on behalf of the City of Toronto not only whatever additional contract documentation eHealth Ontario (previously known as the Province of Ontario’s Smart System for Health Agency) might require to permit the use of the internet version of the Province’s Integrated Services for Children Information System records facility by Toronto Public Health for the data of its Early Abilities Program, but also to permit the use of additional systems in connection with any other present or future program run by Toronto Public Health and funded by the Ministry of Children and Youth Services or the Ministry of Health and Long-Term Care.

 

2.  City Council ratify all contract documentation executed by the Medical Officer of Health to permit the use of the internet version of systems which cited the report (April 7, 2008) from the Medical Officer of Health as the authority.

 

3.  City Council authorize the Medical Officer of Health to execute on behalf of the City of Toronto whatever additional contract documentation which eHealth Ontario, the Ministry of Children and Youth Services, and/or the Ministry of Health and Long-Term Care may require to permit the use of:

 

a.  the internet version of eHealth Ontario's Integrated Services for Children Information System records facility for the data of its Early Abilities Program; and

 

b.  any other systems by present or future programs for their associated data if the programs are run by Toronto Public Health and funded by the Ministry of Children and Youth Services or the Ministry of Health and Long-Term Care.

Summary

In 2008, City Council authorized the Medical Officer of Health to sign contract documentation to permit the use of the internet version of the Province’s Integrated Services for Children Information System records facility for the data of Preschool Speech/Linguistics and Infant Hearing Programs (since succeeded by the Early Abilities Program).

 

There was an error in the bulleting of the 2008 report recommendation which resulted in standing authority only applying to programs only if their data made use of the ISCIS records facility.

 

This report will allow City Council to clarify the intent of the 2018 recommendation and grant the originally intended standing authority to the Medical Officer of Health for contracting with eHealth Ontario for internet versions of systems.
