Community Council Decision
The Toronto and East York Community Council:
1. Directed that staff schedule a community consultation meeting for the application located at 17 St. Andrew Street, which includes the provision of light refreshments and, when required, childcare and accessibility resources including sign language interpretation at the sole cost of the applicant, together with the Ward Councillor.
2. Directed that notice for the community consultation meeting be given to landowners and residents within 120 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

Summary
This report provides information and identifies a preliminary set of issues regarding the application for a 5-storey mixed-use building located at 17 St. Andrew Street. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. It is City Planning staff's opinion that the proposed building is not supportable in its current form due to its height and massing and will continue to work with the applicant to address the issues identified n this report. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

That the Toronto and East York Community Council adopt the recommendations in the report (November 14, 2019) from the Director, Community Planning, Toronto and East York District, amended by replacing Recommendations 1, as follows:
"1. Staff schedule a community consultation meeting for the application located at 17 St. Andrew Street, which includes the provision of light refreshments and, when required, childcare and accessibility resources including sign language interpretation at the sole cost of the applicant, together with the Ward Councillor."
