City Council on January 30 and 31, 2019, adopted the following:
1. City Council authorize the permanent closure of the T-shaped public lane at the rear of 371 Bloor Street West and north of Washington Avenue, between Spadina Avenue and Huron Street, shown as Parts 1 and 2 on Sketch No. PS- 2017-004 (the "Lane"), attached to the report (December 21, 2018) from the Director, Transportation Planning and Capital Program, Transportation Services.
2. City Council enact a by-law substantially in the form of the draft by-law attached as Appendix A to the report (December 21, 2018) from the Director, Transportation Planning and Capital Program, Transportation Services.

Summary
Transportation Services recommends that the T-shaped public lane at the rear of 371 Bloor Street West and north of Washington Avenue, between Spadina Avenue and Huron Street, be permanently closed.
The T-shaped lane is surrounded on all four sides by lands owned by the Governing Council of University of Toronto (the "Council"). The University of Toronto Schools (UTS) has extended its affiliation agreement with the Council, which allows the University of Toronto Schools to remain at 371 Bloor Street West for an additional 50 years and to improve their facilities.
The UTS proposed project is a 140,000 to 150,000 square foot expansion and renovation to the east wing of 371 Bloor Street West, providing facilities for 600 students. The project will also provide a 700 seat auditorium, atrium and outdoor teaching space as well as a new double height gymnasium below grade under the University Open Space known as the Huron Washington Parkette. In addition, an existing heritage building will be renovated and the existing gym will be converted into a library and the swimming pool into a black box theatre. The facilities will be accessible to the public to make use of the theatres and gymnasium during off hours. The University of Toronto Schools proposes the auditorium to build on a portion of the public lane.
