EX16.5 - Provincial Priority Transit Expansion Projects - Subway Program Status Update Third Quarter 2020

City Council Decision

City Council on September 30, October 1 and 2, 2020, adopted the following:

 

1. City Council request the Province of Ontario and Metrolinx to advance the priority of the Sheppard Subway extension in light of approved transit-related densities.

 

2.  City Council approve temporary staff positions required to support the Subway Program, wholly funded by Metrolinx at a net-zero cost to the City in 2020 and 2021 for the following City Divisions:

 

a. Corporate Real Estate Management: $1,112,103 gross and $0 net and 5 positions (5 positions 2020);

 
b. Engineering and Construction Services: $1,838,944 gross and $0 net and 9 positions (4 positions 2020, 5 positions 2021);

 
c. Legal Services: $1,518,090 gross and $0 net and 5 positions (5 positions 2020);

 
d. Parks, Forestry and Recreation: $930,259 gross and $0 net and 5 positions (4 positions 2020, 1 position 2021);

 
e. Toronto Building: $1,953,580 gross and $0 net and 10 positions (10 positions 2020);

 
f. Toronto Paramedic Services: $229,139 gross and $0 net and 1 position (1 position 2020);

 
g. Toronto Water: $3,837,926 gross and $0 net and 21 positions (5 positions 2020,16 positions 2021); and

 
h. Transportation Services: $2,898,384 gross and $0 net and 14 positions (12 positions 2020, 2 positions 2021).

 
3. City Council authorize the City Manager or designate to execute a Subway Program Resource Agreement between the City and Metrolinx to have Metrolinx fund temporary staff positions in support of the Subway Program for the period from 2020 to 2025 and renewable in subsequent years through agreements with Metrolinx, subject to the following terms:

 

a. funds for 2020 and 2021 will align with those described in Part 1 above; and

 
b. funds for subsequent years will be determined based on annual reviews of resource requirements for the Subway Program. 

 

4. City Council request the City Manager to review Parts 19 to 22 of Item EX9.1 headed "Toronto-Ontario Transit Update" adopted by City Council at its meeting of October 29 and 30, 2019 and to report back on those Parts to the November 18, 2020 meeting of the Executive Committee and to specifically address:

 

a. impacts on, both during construction and post-construction, on Jimmie Simpson Park and Recreation Centre and the seven other nearby parks;

 
b. the results of the study requested in Part 21 of Item EX9.1 on the impact on road operations of the proposed changes to the railway corridor to accommodate GO Expansion and Ontario Line, specifically the rail bridges at Eastern Avenue, Queen Street East, Dundas Street East, Logan Avenue, Carlaw Avenue and Gerrard Street in order to safely service six new tracks and Metrolinx's response to that study;
 

c. potential risks and safety challenges of urban transit vehicles, like Toronto Transit Commission subway trains, running adjacent to heavy rail on railway lines and including:


1. an analysis of the crashworthiness of the technology proposed for the Ontario Line;

 

2. verification that Metrolinx is consulting with the Canadian Transportation Safety Board on the safety of running Ontario Line subway cars directly beside heavy rail cars in the GO corridor; and


3. advice provided by the Canadian Transportation Safety Board on the safety of Ontario Line subway cars running alongside heavy rail cars in the GO corridor; and
 

d.  other information requested by City Council, specifically impacts on local business during construction,  proximity of tracks to buildings and houses both for construction purposes and for operations, impact on maintenance of supportive housing for construction and for operations as well as all other matters raised in those Council decisions.

 

5. City Council request the City Manager to report to the November 18, 2020 meeting of the Executive Committee on:

 

a.  the price comparison of constructing the Ontario Line above ground as compared to underground from Don River to Gerrard;

 

b. the price comparison of constructing the Eglinton West LRT underground as compared to above ground as originally planned; and

 

c. a comparison of the width of the railway track bed corridor where the Ontario Line is proposed to run aboveground from Don River to Gerrard and right-of-way width of Eglinton West where the LRT extension is proposed and a description of the adjacent built forms for each.

 

6.  City Council request the Deputy City Manager, Infrastructure and Development Services, in consultation with Metrolinx, to report back to the Executive Committee on the public consultation plan and process going forward for the Ontario line, including on matters of noise mitigation.

 

7.  City Council forward the Item to the Toronto Transit Commission Board for its information.

That City Council request the Provincial Minister of Transformation to justify spending an extra $1.8 billion on burying the western portion of the Eglinton Crosstown when there is a City of Toronto-owned right-of-way to build the line on the surface thereby using that $1.8 billion on higher priority projects in Toronto.

Councillor Perks rising on a Point of Order, stated that he was considering moving a motion asking the Province to change some of its priorities in spending and as the Speaker has allowed one such motion and disallowed another, asked the Speaker to explain where the line is on what is in order when asking the Province to make changes, and what is not in order.

(September 9, 2020) Report from the Deputy City Manager, Infrastructure and Development Services

Summary

The City and the Province entered into the Ontario-Toronto Transit Partnership in October 2019, as described in EX9.1 Toronto-Ontario Transit Update. The subsequent Ontario-Toronto Transit Partnership Preliminary Agreement, signed in February 2020, established the roles and responsibilities of the Province and the City in implementing major transit initiatives in Toronto.

 

To support the delivery of the Province's Subway Program, Metrolinx requires the City to expedite its reviews and other associated work. To that end and per the Preliminary Agreement, the Province has indicated its intention to reimburse the City for costs incurred in support of advancing its priority transit projects. This report therefore includes recommendations for City Council to approve temporary resources, fully funded by Metrolinx, to support the delivery of the Subway Program.

 

The purpose of this report is to provide a status update on the Province's priority transit projects in Toronto (i.e., Ontario Line, Scarborough Subway Extension, Yonge North Subway Extension, and Eglinton Crosstown West Extension, collectively the "Subway Program").
