City Council Decision
City Council on December 15, 16 and 17, 2021, adopted the following:
1. City Council urge the Province of Ontario and the Government of Canada to sign an agreement regarding the Canada-Wide Early Learning and Child Care Plan before the end of 2021 and based on City Council's recently-affirmed (2021.MM32.12) support for building a system of early learning and child care services that are high-quality, public and not-for profit, affordable, inclusive and accessible for all families.

That City Council delete the Recommendations
Recommendations to be deleted
1. City Council request the General Manager, Children's Services to provide an update to the Economic and Community Development Committee at its meeting scheduled for December 1, 2021:
a. on the status of negotiations with the Province of Ontario and the Government of Canada regarding agreements and the flow of funding for the National Childcare Strategy investment announced in the 2021 Federal Budget; and
b. with options for the City of Toronto to partner directly with the Government of Canada if an agreement is not reached with the Province of Ontario.
and adopt instead the following new recommendation:
1. City Council urge the Province of Ontario and the Government of Canada to sign an agreement regarding the Canada-Wide Early Learning and Child Care Plan before the end of 2021 and based on City Council's recently-affirmed (2021.MM32.12) support for building a system of early learning and child care services that are high-quality, public and not-for profit, affordable, inclusive and accessible for all families.
