City Council Decision

City Council on May 5 and 6, 2021, adopted the following:

 

1. City Council request Transportation Services and Engineering and Construction Services and required Divisions to install a Pedestrian Sidewalk on Falaise Road from Kingston Road to Warnsworth Street and that:

 

a. all required planning and design be completed by 2022 for the installation, construction and completion in  2022; and


b. all required divisions add this project to their 2022 project list for completion in 2022.

Community Council Recommendations

Scarborough Community Council recommends that:

Summary

Residents have voiced their concerns regarding pedestrian safety due to the lack of sidewalks on Falaise Road. The local road is a 600 metre stretch from Kingston Road to Warnsworth Street neighbouring two schools, West Hill Collegiate and St. Margaret’s Public School, and is heavily utilized by pedestrians as a means of exercise, recreation and a passway to facilities and transportation means.

 

Area residents have submitted a petition, receiving 30% resident support, requesting Transportation Services install a  sidewalk on this Falaise Road. Transportation Services staff confirmed their support and have placed the project on a list to be studied and programmed, but report that delivery will take up to 5 years to implement as current projects and programming are subscribed into 2023. Staff noted that the best chance for installation would be during a road reconstruction, which has not occurred on Falaise Road since 1994.

 

In Fall 2020, a pedestrian was struck on Falaise Road where police and paramedics were called to the scene. The community has stressed their concerns for some time to address the lack of pedestrian safety measures and vehicle volume and usage on Falaise Road. Consequently, new parking amendments are being adopted on Falaise Road to improve vehicle movement by maintaining a clear passage for vehicles. While these amendments improve vehicle movement, there are no meansures in place to ensure safety for the high volume of pedestrians who live and utlize this road.

 

As it has been expressed, the absence of sidewalks has placed the safety of pedestrians at risk, leading area residents and myself to request for the installation of Pedestrian Sidewalks on Falaise Road be implemented no later than 2022.

That Recommendation 1 be amended by deleting "Scarborough Community Council" and replacing it with "City Council" so that it now reads:

 

"1. Scarborough Community Council City Council requests Transportation Services and Engineering and Construction Services and required Divisions to install a Pedestrian Sidewalk on Falaise Road from Kingston Road to Warnsworth Street and,

 

a. That all required planning and design be completed by 2022 for the installation, construction and completion in 2022; and
