Community Council Decision

The Toronto and East York Community Council directed:

  

1. Staff schedule a community consultation meeting for the lands pertaining to 412-418 Church Street and 79-81 Granby Street, which includes the provision of accessibility resources including closed captioning and, upon request, sign language interpretation at the sole cost of the applicant, in consultation with the Ward Councillor. The meeting notice should clearly articulate who community members should contact to access these resources.

 

2.  Notice for the community consultation meeting be given to landowners and residents within 120 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

 

3. The Director, Community Planning, Toronto and East York District and the applicant, in consultation with City Planning, Transportation Services, Parks, Forestry and Recreation and any other necessary City officials, to create a working group and to consult with the local community as part of the Site Plan process, including the local residents association, Business Improvement Area, and other stakeholders, on the following prior to the issuance of Final Site Plan Approval pursuant to Section 114 of the City of Toronto Act: a construction and traffic management plan, landscape and public realm plans, building materials and lighting, and other issues as identified in consultation with the Ward Councillor.

Summary

This report provides information and identifies a preliminary set of issues regarding the application located at 412-418 Church Street and 79-81 Granby Street. The application proposes to amend the Official Plan and Zoning By-law to permit a 39-storey mixed-use building containing 319 rental units, ground floor retail and amenity space, and three levels of below-grade parking. The designated heritage property at 414-418 Church Street contains a three-storey commercial building which is proposed to be partially retained. The listed heritage properties at 79-81 Granby Street are proposed to be demolished. 

 

Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

1. Recommendation 1 be deleted and replaced with the following new recommendation:
